WhatsApp error 131031
Error 131031: Account restricted or locked
Error 131031 on a send means Meta has restricted or disabled your WhatsApp Business Account for breaking one of its policies. Sends are refused until the restriction ends or a review succeeds, so stop sending and check the account in WhatsApp Manager. The same code also covers a wrong two-step verification PIN when you register a number.
- Meta’s description
- “The WhatsApp Business Account associated with the app has been restricted or disabled for violating a platform policy, or we were unable to verify data included in the request against data set on the WhatsApp Business Account (e.g, the two-step pin included in the request is incorrect).” Meta’s error codes, 5 October 2026
- Charged by Meta?
- No. Meta charges only for delivered messages, and this one was not delivered.
- Shown in Fliok analytics as
- “Account restricted”
Common causes
- Meta found a breach of its WhatsApp policies on the account.
- When registering a number, a two-step verification PIN that does not match the one set on it.
How to fix it
- Stop sending: a retry is refused the same way.
- Read Meta’s policy enforcement guidance, and check the account in WhatsApp Manager, where Meta shows what it restricted.
- Meta’s Health Status API also reports why an account is blocked.
- For a PIN error, enter the right two-step verification PIN, or reset it.
What Fliok does about it
- Fliok treats 131031 as a refusal about the whole account and never retries it.
- When Meta refuses a template this way, Fliok holds further templates from that number at once; replies in open chats still go until a reply is refused too. After a wait it lets one message through to test, and only a delivered message clears the hold.
- It also asks Meta about the number straight away, stops any broadcast running on it and tells your workspace once, instead of one alert per failed message.
- It shows as “Account restricted” in the analytics failure breakdown.
Meta sets and changes these codes. If anything here disagrees with Meta’s current reference, Meta is right.
Meta decides. Its enforcement runs from blocks of a few days to an indefinite lock that only an appeal can lift, and the error itself does not say which one applies.
