Error 131045: Number registration error

Error 131045 means the sending phone number is not properly registered for the Cloud API, so Meta will not send from it. Register the number, with its two-step verification PIN, then send again.

Meta’s description
“Message failed to send due to a phone number registration error.” Meta’s error codes, 5 October 2026 (opens in a new tab)
Charged by Meta?
No. Meta charges only for delivered messages, and this one was not delivered.

Common causes

  • The number was added to the account but never registered for the Cloud API.
  • Registration was started but did not finish.

How to fix it

  • Register the number for the Cloud API, using its two-step verification PIN, then retry.

What Fliok does about it

  • Fliok raises one urgent alert for the workspace, “WhatsApp number not registered”, instead of one per failed message. While it is unread it is raised again at most once a day.
  • Complete the number’s registration in Settings.

Meta sets and changes these codes. If anything here disagrees with Meta’s current reference (opens in a new tab), Meta is right.
