How to send bulk WhatsApp messages without getting banned

Bulk sender apps and extensions get numbers banned. The safe way is Meta’s official API: opt-in, approved templates and your messaging limit, step by step.

To send bulk WhatsApp messages without getting banned, send them through Meta’s official WhatsApp Business Platform (the API) as approved templates, only to people who agreed to hear from you, and within your number’s messaging limit. Bulk sender apps, browser extensions and “unofficial API” tools automate the WhatsApp app, which WhatsApp’s terms forbid, and that is why the numbers behind them get blocked.

Why do WhatsApp numbers get banned for bulk messaging?

WhatsApp built its apps for people talking to people. Its help centre says that “automated or bulk messaging, or non-personal use” breaks its Terms of Service, that it bans accounts with machine-learning classifiers, and that it takes legal action against people and companies behind that abuse (WhatsApp: unauthorized use of automated or bulk messaging).

That covers most of what is sold as a “WhatsApp bulk message sender”:

  • Browser extensions that drive WhatsApp Web through a list of numbers.
  • Sender apps on a computer or an Android phone that do the same.
  • “Unofficial API” services that run a WhatsApp app session on a server.

They work until WhatsApp notices, and then the number is gone, often with its chats. A better tool does not change that, because the method is the problem.

The other road to a ban is the same on every channel: people who did not expect your message block it or report it as spam.

WhatsApp’s guide to broadcast lists says a broadcast only reaches recipients who have your number saved in their address book (How to use broadcast lists). To reach customers at scale, including those who never saved your number, the API is the authorised route.

The six rules that keep a number healthy on the API

1. Get opt-in before you message anyone

Meta requires opt-in before a business messages people first. The person has to know they are agreeing to hear from your business on WhatsApp, and your business name has to be clear (Meta: get opt-in for WhatsApp). A tick box on your website form, a line at checkout, or a customer messaging you and asking for updates all work. A list bought from someone else does not.

2. Send approved templates, in the honest category

Outside a customer’s 24-hour service window, the API only sends templates Meta has approved. Promotions are marketing; order and booking updates are utility. Meta checks the category and can change it. See how template approval works and the template examples.

3. Stay inside your messaging limit

Meta caps how many different people a business can message outside a service window in a moving 24 hours. New businesses start at 250, and the limit rises as the business is verified and its messages stay good quality (Meta: messaging limits). A campaign for 5,000 people on a 250 limit will not reach 5,000 people today. See messaging limits and quality rating explained.

4. Watch your quality rating

Meta rates each number on how people react to its messages, and blocks and reports weigh most. A falling rating can hold your limit back or bring it down, and Meta can pause a template that keeps getting blocked.

5. Make it easy to stop

Tell people how to stop hearing from you, and honour it at once. Meta’s opt-in guidance asks businesses to give clear instructions for opting out.

6. Do not over-send marketing

Meta also limits how many marketing messages one person receives from businesses. When someone has reached that limit, your message fails with error 131049, and Meta does not charge for it. Fewer, more relevant campaigns are the only real fix.

How to send a bulk WhatsApp message in Fliok

  5. 5Choose whose consent counts: Everyone who hasn’t opted out (the default), Only people who opted in or Only people with consent not recorded. Anyone who opted out is always skipped.
  6. 6Send a test to one number first, to see exactly what customers will get.
  7. 7Send now, or schedule a time in IST up to 30 days ahead.

Afterwards the broadcast shows, for each person, whether the message was delivered, read, failed or skipped, and who replied. Follow up sends another template to the people who did not read the first.

What Fliok does to protect your number

  • Opt-outs. A customer who replies STOP, UNSUBSCRIBE, OPT OUT or STOP ALL is opted out and told how to come back (START or SUBSCRIBE). Opt-outs are checked again at the moment each message is sent, not only when the audience was built.
  • 48 hours between marketing templates. No contact gets two marketing templates from you within 48 hours.
  • Meta’s marketing cap. When Meta returns 131049 for someone, Fliok holds marketing templates to them for 24 hours. Those sends are marked skipped, not failed, and are not charged.
  • Your daily limit. Before you send, Fliok warns you when the number can reach fewer people today than the broadcast is aimed at, and suggests splitting it across days. While sending, it stops at the daily limit and tells you.
  • Quality alerts. You are told when a number’s quality drops to yellow or red, when Meta lowers its limit, or when a template’s quality falls.

Can I send bulk WhatsApp messages without saving numbers?

On the API, yes. The people you message do not need to save your number, but they do need to have agreed to hear from you. A broadcast list in the WhatsApp Business App only reaches people who saved your number. In Fliok you can paste numbers or upload a CSV straight into a broadcast.

Why does my broadcast show some messages as skipped?
