WhatsApp pricing in 2027: what Meta has announced
Two changes, four dates. Businesses Meta bills in India must have every WhatsApp Business account billed in rupees by 31 December 2026, and marketing messages leave the Cloud API on 13 October 2027. Meta has published no new per-message rates. Here is what each change means, what Fliok does on its own, and what you should do.
Every statement about Meta restates one of Meta’s own pages, read on 19 October 2026; the sources are under each section.
The dates
Four dates, two changes
The first two are about the currency Meta bills Indian businesses in. The last two are about which of Meta’s APIs carries a marketing message. Neither is a new price.
Rupee billing
Last day to move to rupee billing
If Meta bills your business in India, every WhatsApp Business account in your business portfolio must be billed in INR by this day.
Rupee billing
Meta stops delivering accounts not in INR
From this day Meta no longer delivers the messages of such a business's accounts that are still billed in another currency.
Marketing messages
New accounts: no marketing on the Cloud API
A WhatsApp Business account created on or after this day cannot send marketing messages through the Cloud API.
Marketing messages
The Cloud API stops carrying marketing messages
Every account's marketing templates have to go through the Marketing Messages API. Service, utility and authentication messages stay on the Cloud API.

31 December 2026 · 1 January 2027
Rupee billing for Indian businesses
Every WhatsApp Business account in that business's portfolio has to be billed in INR by 31 December 2026. From 1 January 2027, Meta no longer delivers messages from the ones that are not. An account already billed in rupees needs nothing.
- Who it coversIt covers businesses whose Sold-To country in Meta's Billing Hub is India. Meta bills your own WhatsApp Business account directly, so the Sold-To country that counts is your business's, not the platform's.
- Not a change of ratesThis is a change of billing currency, not of Meta's per-message rates. After the move, Meta charges the same categories at the rates on its rupee rate card.
- How the move worksMeta does not change an account's currency in place. Its currency migration copies the account into a new one billed in INR: your phone numbers move to it, your templates are copied under new ids, and the old account can no longer send. A number that also uses the WhatsApp Business app is not eligible for Meta's tool, and Meta's page does not say what such an account should do instead.
If an account of yours is not billed in INR, message us before December: the move is Meta’s currency migration, there is no button for it, and we do it with you.

Marketing messages move to the Marketing Messages API
Meta is moving marketing templates off the Cloud API and onto its Marketing Messages API, which many still call MM Lite. The same phone number, the same templates and, in Meta's words, the same billing model: a marketing message is charged at Meta's marketing rate for the customer's country whichever route carries it.
- Who switches it onOnly the business can switch it on: someone with full control of the business portfolio accepts Meta's terms in WhatsApp Manager, under Overview, in the Alerts section. Nothing is rebuilt: no new number, no new templates.
- What stays on the Cloud APIEvery account's marketing templates have to go through the Marketing Messages API. Service, utility and authentication messages stay on the Cloud API.

No new rates have been published
As of 19 October 2026, Meta has published no per-message rates dated 2027. The rates on this site are Meta's rate card in force, with its effective date, and they change only when Meta publishes a new card.
The card in force
Meta’s rate card effective 1 October 2026: per delivered message, by category and by the country of the number it goes to. The pricing page prints it for every country, and a worked month under the plan cards shows what it adds up to.
What Fliok does
What happens on its own
The warning, the routing and the rates are already in the product. The one thing that needs a person is the move of an account to INR, and we do that with you.
- Warns you about an account billed in another currencyFliok reads the currency Meta bills each connected WhatsApp Business account in. If your business looks Indian and an account is not billed in INR, Number health lists it with the one thing to do, and owners and admins see a line across the app until it moves. From 1 January 2027 the warning says Meta may not be delivering that account's messages.
- Moves the account with youThere is no button for the move in Fliok: it creates a new account on Meta, and Fliok's connection has to follow it. Message us and we do the move with you, then point Fliok at the new account.
- Already sends marketing through the Marketing Messages APIEvery marketing template, from broadcasts, automations, the API and the inbox, goes to the Marketing Messages API first; everything else stays on the Cloud API. If Meta refuses a marketing message there with a definite answer, for example because the account has not accepted the terms yet, Fliok sends it once the ordinary way, and never twice. Settings → WhatsApp → Marketing delivery shows where your account stands, with the WhatsApp Manager steps and a Check again.
- Prints Meta's rates, dated, and adds nothing to themThe rates on the pricing page and the month's estimate under WhatsApp charges come from Meta's own rate card, with its effective date. When Meta publishes a new card, Fliok adds it and every figure re-prices from the day it takes effect. Meta bills you directly, and Fliok's flat plan fee does not move with Meta's charges.
What to do
Six checks, in order
Most businesses need only the first and the fourth. The rest apply when an account has to move, or when a template’s category has changed.
- 01
Check the currency of every WhatsApp Business account
Not only the one connected to Fliok: Meta's rule covers every account in the business portfolio. The currency shows on each account's billing page on Meta; in Fliok, Meta payments opens that page for the connected account.
- 02
Check the Sold-To country
It is the country Meta has on file for billing your business, kept in Billing Hub. Meta's page does not say where on the screen it appears; if you are not sure which country Meta has for you, ask Meta's billing support or message us.
- 03
If an account has to move, start early
The move creates a new account and copies your templates under new ids. Leave time to check that messages go out from the new account, to update anything of your own that sends templates by id, and to add a payment method on the new account. If the number also uses the WhatsApp Business app, message us first.
- 04
Accept the Marketing Messages API terms
If you send offers, announcements or re-engagement messages at all. Settings → WhatsApp → Marketing delivery tells you whether your account has, and Check again reads Meta's answer once you have accepted them.
- 05
Check your templates' categories
A utility template that Meta finds to be marketing is moved to the marketing category and stays approved. From then on it is a marketing message at the marketing rate, and from 13 October 2027 it goes through the Marketing Messages API like any other.
- 06
Watch Meta's rate card, not the rumours
Meta's per-message rates are on this site for every country, with the card's effective date. A new card from Meta shows here from the day it takes effect, so there is nothing to work out in advance.
Questions
Frequently asked questions
The two changes, the rates and what Fliok does, answered.
Meta has announced no new per-message rates for 2027 (checked 19 October 2026). What changes on 1 January 2027 is the billing currency for businesses Meta bills in India: their WhatsApp Business accounts must be billed in INR by 31 December 2026, or Meta stops delivering their messages. The rates on this site are Meta's card in force, dated.
Meta says it has the same billing model as the Cloud API: a marketing message is charged at Meta's marketing rate for the customer's country, whichever route carries it. Fliok adds no markup on either.
Accept Meta's terms for the Marketing Messages API in WhatsApp Manager. Fliok already sends marketing templates that way and falls back to the Cloud API only while Meta refuses the newer route; after 13 October 2027 the Cloud API refuses marketing messages too, so an account that has not accepted the terms cannot send them at all.
Meta's page says such an account is not eligible for its currency migration tool, and does not say what to do instead. If Meta bills your business in India and the account is not billed in INR, message us before anything else.
Fliok's plan fee is flat and separate from Meta's message charges; it does not move with them. Meta bills your WhatsApp Business account directly for messages, at its published rates, and Fliok adds nothing to them.
