WhatsApp utility messages are templates that tell a customer about something they did or asked for, such as an order, a payment, a booking or their account, with nothing promotional in them. They cost far less than marketing: to an Indian number Meta charges about ₹0.115 per delivered utility message, against ₹0.8631 for marketing (October 2026). Below are utility message examples that stay utility, the lines that turn them into marketing, and what changed on 1 October 2026.
What makes a WhatsApp utility message
Meta’s template category guidelines give two tests, and a utility template has to pass both:
- 1It promotes nothing. No offer, no discount, no “you may also like”, no push to buy or renew.
- 2It is about this customer, tied to their order, account, booking or transaction or something they asked for, or it is essential to them, like a safety alert or a product recall.
Meta treats two more kinds of template as marketing: a template that mixes an update with a promotion, and one whose content is unclear, such as a body that is only a variable or a single word of congratulations (Meta’s guidelines).
WhatsApp utility message examples
These are written to pass both tests. The numbers in double braces are the template’s variables.
Orders
- “Hi {{1}}, your order {{2}} is confirmed. We will message you when it ships.”
- “Your order {{1}} has shipped with {{2}}. Tracking number {{3}}, expected by {{4}}.”
- “Your order {{1}} is out for delivery today.”
- “We have refunded {{1}} for order {{2}} to your original payment method.”
Payments
- “Invoice {{1}} for {{2}} is attached. It is due on {{3}}.”
- “We have received your payment of {{1}} for invoice {{2}}. Thank you.”
- “Reminder: {{1}} on invoice {{2}} is due on {{3}}. Tap below to pay.”
Bookings
- “Your appointment with {{1}} is confirmed for {{2}} at {{3}}. Reply here if you need to change it.”
- “Reminder: your {{1}} appointment is tomorrow at {{2}}.”
- “Your booking has been moved to {{1}} at {{2}}, as you asked.”
Account and follow-up
- “Thanks for confirming. You will now get your order updates from us on WhatsApp.”
- “Your {{1}} plan ends on {{2}}. Your account stays open, but {{3}} will stop after that date.”
- “Your order {{1}} was delivered today. If anything is wrong with it, reply to this message.”
A feedback request counts as utility only when it names the order or visit it is about. A general “tell us what you think of our store” is marketing.
The lines that turn utility into marketing
Most misfiled templates are utility messages with one promotional sentence added.
| Utility | Marketing |
|---|---|
| “Your order 1043 has shipped.” | “Your order 1043 has shipped. Get 10% off your next order with code THANKS10.” |
| “Your appointment is tomorrow at 4 pm.” | “Your appointment is tomorrow at 4 pm. Add a head massage for ₹299!” |
| “Your plan ends on 30 November.” | “Your plan ends on 30 November. Renew today and save 20%.” |
| “How was the delivery of order 1043?” | “How are we doing? Tell us what you think of our store.” |
| — | “You left 2 items in your cart. Check out now.” |
The last row surprises people. A cart reminder concerns the customer, but it asks them to buy, so Meta lists it as marketing. So does an offer to renew, even when the customer asked about renewing (Meta’s guidelines). If an update needs an offer, send the offer as a separate marketing template.
What happens when Meta disagrees
Meta checks the category twice, and both checks are set out on its categorization page:
- When you submit. Since 9 April 2025, a template you file as utility that Meta judges to be marketing is approved as marketing. You can ask for a review within 60 days, only from Business Support in WhatsApp Manager.
- After approval. Meta keeps checking approved templates. One it decides is marketing is switched with a day’s notice, by email and webhook. A business that has had a warning gets no notice at all.
A business that keeps misfiling marketing as utility faces escalating restrictions:
Swipe the table sideways to see every column.
| Level | What Meta does | How long |
|---|---|---|
| Warning | Utility-to-marketing switches become instant | Ongoing |
| Rate limit | Utility messages are capped in each rolling 24 hours, and the excess is rejected | At least 7 days |
| Utility restriction | Every utility template on the account becomes marketing, and no new ones can be made | 7 days, 30 for a repeat |
| Portfolio restriction | The same, across every account in the business portfolio | 30 days |
Saving a few paise per message is not worth the risk of losing utility templates altogether.
WhatsApp utility message pricing in India
Meta charges per delivered message, by category and by the recipient’s country (Meta’s pricing). For an Indian number (October 2026):
| Category | Per delivered message |
|---|---|
| Utility | about ₹0.115 |
| Authentication | about ₹0.115 |
| Service (a normal reply inside the 24-hour window) | about ₹0.115 |
| Marketing | about ₹0.8631 |
What changed on 1 October 2026: utility templates sent while the customer’s 24-hour window is open are charged too. From July 2025 to September 2026 they were free (Meta’s note). Three things stay free, as Meta’s pricing page lists them:
- everything you send in the free entry point window, which opens when someone writes to you from a Click-to-WhatsApp ad and you reply within 24 hours (how that window works);
- the first 1,000 service messages each month on each number. They are normal replies, not utility templates, so the free allowance does not cover utility;
- messages that are not delivered.
Utility and authentication also get lower rates at high monthly volumes, counted across your business portfolio.
A worked example. 500 shipping updates to Indian numbers cost about 500 × ₹0.115 ≈ ₹58 as utility, and about ₹432 if Meta files them as marketing.
A tip for open chats. When the customer has written to you in the last 24 hours, you do not need a template at all. A normal reply is a service message: free up to the monthly allowance, and after that the same rate as utility in India.
How Fliok handles utility templates
- Ready-made templates. The template library has order, booking, payment and reminder templates written for the utility category; open one, change the words and submit it (ready-made templates).
- Meta’s category is the one that counts. Fliok stores the category Meta settled on, follows Meta’s changes to it, and checks every template against Meta each night, so a template Meta switched to marketing shows as marketing.
- Business messages stay utility, or stop. Invoices, receipts, payment reminders and booking messages from Fliok’s business modules are utility templates. If Meta files one of them as marketing, Fliok stops sending it automatically and says why. (A quotation and a renewal reminder ask for a sale, so they go as marketing.)
- Notices go to people who know you. A utility template is broadcast only to people who have messaged you or have an opt-in recorded, because a promotion dressed as an account notice is one of the things Meta restricts accounts for.
- You see the cost. Before a broadcast goes out, Fliok shows what it will cost at Meta’s rate today. The Costs page shows what Meta charged, by kind of message, and how many of each number’s free replies are used (what WhatsApp costs through Fliok).
For the difference in one line, see marketing vs utility messages; for how review works, how template approval works.
Frequently asked questions
What is a utility message on WhatsApp?
A template message about something the customer did or asked for, such as an order update, a payment receipt, a booking reminder or an account alert, with no promotional content. Meta also allows utility for messages essential to the customer, such as safety alerts or product recalls.
How much does a WhatsApp utility message cost in India?
Meta charges about ₹0.115 per utility message delivered to an Indian number (October 2026), against about ₹0.8631 for marketing. Messages that are not delivered are not charged, and rates drop at high monthly volumes.
Are utility messages free inside the 24-hour window?
Not since 1 October 2026. Meta now charges utility templates sent while the customer’s window is open. The first 1,000 service messages a month on each number are free, but those are normal replies, not templates, so inside an open chat it is cheaper to reply normally.
Can a utility template include a discount?
No. Any promotion, discount, upsell or renewal offer makes the whole template marketing. Meta approves such a template as marketing, or switches it to marketing later. Send the order update as utility and the offer as a separate marketing template.
What happens if Meta changes my template from utility to marketing?
The template stays approved and usable, but every message from it is charged at the marketing rate. You can ask for a review in Business Support within 60 days. Businesses that keep misfiling templates face rate limits and can lose utility templates for 7 to 30 days.
